【摘要】:1.1PurposeThisInternationalStandardidentifiestheactivitiesandtasksthatarenecessarytosuccessfullyidentify,define,select,applyandimprovemeasurementwithinanoverallprojectororganizationalmeasurementstructure.Italsoprovidesdefinitionsformeasurementtermscommonlyusedwithinthesystemandsoftwareindustries.ThisInternationalStandarddoesnotcataloguemeasures,nordoesitprovidearecommendedsetofmeasurestoapplyonprojects.Itdoesidentifyaprocessthatsupportsdefiningasuitablesetofmeasuresthataddressspecificinformationneeds.1.2FieldofapplicationThisInternationalStandardisintendedtobeusedbysuppliersandacquirers.Suppliersincludepersonnelperformingmanagement,technicalandqualitymanagementfunctionsinsystemandsoftwaredevelopment,maintenance,integrationandproductsupportorganizations.Acquirersincludepersonnelperformingmanagement,technicalandqualitymanagementfunctionsinprocurementanduserorganizations.1.3TailoringthisInternationalStandardThisInternationalStandardcontainsasetofactivitiesandtasksthatcompriseameasurementprocessthatmeetsthespecificneedsoforganizations,enterprisesandprojects.Thetailoringprocessconsistsofmodifyingthenon-normativedescriptionsofthetaskstoachievethepurposeandoutcomesofthemeasurementprocess.Allnormativeclausesneedtobesatisfied.NewactivitiesandtasksnotdefinedinthisInternationalStandardmaybeaddedaspartoftailoring.1.4ConformanceConformancetothisInternationalStandardisdefinedassatisfyingthepurposeandoutcomesofthemeasurementprocessandallofthenormativeclauseswithinthetasksinClause4.AnyorganizationimposingthisInternationalStandardasaconditionoftradeisresponsibleforspecifyingandmakingpublicalltask-specificcriteriatobeimposedinconjunctionwiththisInternationalStandard.ThroughoutthisInternationalStandard,“shall”isusedtoexpressaprovisionthatisbindingonthepartythatisapplyingthisInternationalStandard,“should”toexpressarecommendationamongotherpossibilities,and“may”toindicateacourseofactionpermissiblewithinthelimitsoftheInternationalStandard.Itistheresponsibilityoftheorganizationtomaintainappropriateevidenceofsatisfactionofthenormativeclausesforthepurposesofdemonstratingconformance.1.5LimitationsThisInternationalStandarddoesnotassumeorprescribeanorganizationalmodelformeasurement.TheuserofthisInternationalStandardshoulddecide,forexample,whetheraseparatemeasurementfunctionisnecessarywithintheorganizationandwhetherthemeasurementfunctionshouldbeintegratedwithinindividualprojectsoracrossprojects,basedonthecurrentorganizationalstructure,cultureandprevailingconstraints.ThisInternationalStandardisnotintendedtoprescribethename,formatorexplicitcontentofthedocumentationtobeproduced.ThisInternationalStandarddoesnotimplythatdocumentsbepackagedorcombinedinsomefashion.ThesedecisionsarelefttotheuserofthisInternationalStandard.Themeasurementprocessshouldbeappropriatelyintegratedwiththeorganizationalqualitysystem.Notallaspectsofinternalauditsandnon-compliancereportingarecoveredexplicitlyinthisInternationalStandardastheyareassumedtobeinthedomainofthequalitysystem.ThisInternationalStandardisnotintendedtoconflictwithanyorganizationalpolicies,standardsorproceduresthatarealreadyinplace.However,anyconflictshouldberesolvedandanyoverridingconditionsandsituationsneedtobecitedinwritingasexceptionstotheapplicationofthisInternationalStandard.
