【摘要】:ThisTechnicalReportprovidesguidanceandrecommendationstoenablethetransferofproductandvapourbetweentheloadinggantry,thetanktruckandtheservicestation.TheEuropeanParliamentandCouncilDirective94/63/EC(VOCDirective)requiresoperatorstoensurethatpetroleumvapoursarenotemittedintotheatmosphereduringloadingandunloading.TherecommendationsandguidancegiveninthisdocumentareintendedtoassistusersinmeetingtherequirementsofthisDirective.ThisTechnicalReportacknowledgesthat,forclimaticandlogisticalreasonsalternativetechnicalsolutionsarecommonlyusedintheArcticRegion.ThisTechnicalReportgivesguidanceandrecommendationsforloadingatterminalsanddischargeatservicestationsorcustomerpremisesoftanktruckstransportingdangerousgoods(liquidpetroleumfuels)whichhaveavapourpressurenotexceeding110kPa,at50°C(includingpetrol),andwhichhavenosubclassificationastoxicorcorrosive.
