【摘要】:Continuingemphasisbyinterestedstakeholdersdemandsthatanorganizationdisposeofexcessassetsinthemosteconomicalandefficientmannerpossible.Anefficientpersonalpropertyutilizationanddisposalprogramwillresultineconomiesofoperationthatareessentialintodayrsquo;budgetenvironment.Eachofthepropertylifecyclephasesareinterdependentofeachotherandwhenproperlymanagedcanminimizepropertyaccountabilityproblemsforanorganization.However,manyorganizationsonlyrecognizethepropertyprocessasbeingimportantaslongasthepropertyisuseful.Whenpropertyreachesthedisposalstage,organizationsoftenfailtocontrolexcessandsurplusproperty.1.1Thisstandardencompasseshowexcessandsurpluspersonalpropertyisutilized,donated,sold,abandonedordestroyed.1.2DisposalisthefinalstepinthefinalphaseofthePersonalPropertyManagementLifeCycle.Disposalisacosteffectivemeanstotransferpropertyfromaccountabilityrecordsofanorganization.Untildisposalactionoccursandisproperlydocumented,thepropertyremainsonorganizationalpropertyandfinancialrecordsandthereforesubjecttocostlycyclicinventories.1.3Thisstandarddoesnotincludedisposalrequirementsspecifictostateorfederalenvironmentalorsecurityregulations.However,thisstandardenablesanorganizationaltoalignorintegratestate,federal,oritsownrequirements.
